This is how I remove permanent marker off games. 99% of the time, this works every time. DON'T USE THIS ON LABELS EITHER! The real KEY THING here is to use a electric toothbrush or something similar. I can't stress that enough! (especially on carts like NES that have textured surfaces) Do not apply pressure either (or at least not much). Just hold the brush to the cart and let it do the work.
